First of all those natural disasters include fires and flooding in the Midwest, tornados and hurricanes.
FEMA was such a disaster under Bush One that it was revamped under Clinton, and worked well until Bush Two folded into Homeland Security. It has not be a good fit.
There is the kind of political giveaway that you can get away with, there is the kind you just need to find a competent person for, dealing with emergencies is one of those things where its better to go with competency first, the man Bush put in charge had no previous experience with emergency work, and it showed.
Before you go slamming FEMA for spending your money, you might want to remember that should we have a terrorist attack of epic proportions anywhere in the US, FEMA will be the ones we need to turn to in order to establish some semblance of daily life. That's really what we need to keep in mind. That's why competency is important, that's why it works better under Democrats than Republicans.

Your question makes no sense. FEMA is being run by Republicans. It does work. You may not be satisfied, but that is your problem.
I don't want the US government taking over any natural disasters. That is my tax money they are throwing around. If you choose to live below sea level or in hurricane areas, you assume a risk. Don't expect me to bail you out.
