The recovery of New Orleans is something that should never happen. Parts of the city could be rebuilt but since it's below sea level, the area should be turned into a natural wetlands and allowed to return to the way it was before the building ever started.
To address the question of blame: It's a complete, multi-level, governmental failure. City, state and federal processes have long been mired in far too much red-tape procedures to actually serve the people. However state & local government has long been corrupted to the nth degree - just ask anyone who has lived in the state. Also there are the citizens themselves who need to share the blame. Texas & Mississippi recovered as completely & quickly as they did because of their people not just because of the level of damage. The people were willing to work hard to rebuild & not just expect & demand handouts & that things be done for them which is essentially what the people of New Orleans have expected from the beginning.

The local and state people. What is funny is that New Orleans is the only place still having trouble rebuilding. Alabama and Mississippi are having no problems rebuilding or with lost money, only New Orleans. In case you forgot, Katrina came ashore in Alabama and Mississippi, not New Orleans. New Orleans issue was the failure of the levies, not due to a direct hit from the hurricanes.
So, to those who want to blame the Government of the failure of New Orleans, why have not all the other cities and states had the same problems?

There are three factors to consider.
One, who is to blame for the storm? That one's obvious.
Two, who is to blame for any excess damage, damage that could have been avoided, but was not? There had been federal money pouring in for levee maintenance for decades that never quite got where it was going. There were warnings to evacuate that were ignored. There were buses available that weren't used to evacuate. There were offers of supplies and drinking water that were refused.
Three, post-disaster, who is responsible for revitalizing an area? Obviously (at least to intelligent people) that falls on the people that want it to thrive in the first place. People have a right to live where they choose, but they don't have a right to demand that a desolate area become a thriving metropolis for no reason.
It's not my fault there was a storm. It's not my fault that decades of corruption in Louisiana stole the money that should have rebuilt the levees. It's not my fault that they stupidly ignored the warnings to move to higher ground. It's not my responsibility to put everything back the way it was.
The sluggish recovery is because they are waiting for someone else to cause the recovery for them. That's going to take a while, because it's too much fun for people like you to try to politicize it and blame conservatives.
The blame lies with the people of New Orleans and no one else. It'll be fixed when they want it fixed badly enough to do it themselves. Just like the federal money for the levees never got to the levees, federal money to rebuild New Orleans will never rebuild New Orleans.

No it is the fault of the people and government of New Orleans. They didnt want help when it was offered. They chose to life with no insurance or inadiqute insurance. They will not help them selfs when the opertounity is given to learn a trade and rebuild, They want a hand out. And they are just plain lazy. I felt sorry for them when it happened and gave till it hurt. Then you hear about them complaining that it is not enough. I stopped at that moment and decided to help people that really need it.

People who sit back and do nothing to improve their own situation, while waiting for the government and the the rest of the population of the country to restore them and the city to 100% pre-Katrina condition as if it is their god given right.
Throughout the history of man, cities have risen and fallen. The inhabitants of those that have fallen have, when feasable, accepted the responsibility for, and burden of, rebuilding. When not feasable, they got off their dead butts, moved on and made new lives for themselves. There is absolutely no reason the same shouldn't be expected of the former residents of New Orleans.

It's the failure of the local Officials (Dem/Lib) of LA and New Orleans, especially Nagin. Also the citizens who re-elect these people.
The people of Mississippi, AL, TX have managed to pick up the pieces and move on, why can't the citizens of LA. It's been two years now and plenty of money has been sent their way. We need to quit blaming the government for everything.

It is the people there in New Orleans.
What is the first to open up? The Casinos while people are living in trailers. That should tell people a lot of what went on in New Orleans.

i blame the people who live off of social programs and welfare checks all their lives and don't care about anything except when their money/food stamps are coming. they didn't move when they had the chance so i blame the local gov. and it's people.
it will, but it just won't be as good as it was before the hurricane. cultural wise i mean. it was never "good" in the first place...
Bush is not racist. and libs couldn't do any better of a job than Bush. they tell you they can so they can get your vote...

With a liberal democrat mayor and governor, how could you remotely think it is conservatives? In fact the conservative, white areas outside NO have been rebuilding without the constant whining for help. Guess all these decades of emasculating blacks by democrats in this country has really worked.
