Very interesting!!! The color black simply means that there is something mysterious and unknown to you.... The color green is symbolic of jealousy in the eyes..... The eyes peer at you for to see... but what you see in those eyes is certainly that!
You say it is a dog...... Is this a very vicious person?..... whomever he is, this is the way you see him....
You do not mention what room this is..... Is this your bedroom? If so, he is one whom you are very acquainted with.

Dogs usually represent things which deal with immorality. To see a black dog in your dream can also be a person you know who is very immoral. Maybe this person has green eyes.

Since green is a very unusual eye color for a dog, and would look quite striking especially in a black dog, it could mean that you are experiencing something new and unusual. And, possibly frightening.
Or, you could be desiring something new, exciting, exotic, in your life. Since the dog is already sitting in a room that's familiar to you, something may have already begun to happen in this direction.
