Hmmm... purely a guess, but decaf = slightly hydrating to neutral and caffeinated = slightly hydrating to slightly dehydrating. Of course, if you add sugar to it, that throws it all off...

Hydrating! In fact if you were de-hydrated the second best thing to water to drink would be a cup of tea!

The answer to your question depends on the brew of tea as tea consist of one part water and one part herb. The water itself is hydrating but many herbs can be dehydrating such as dandelion, uva ursi, parsley, etc. Also many teas like green tea contain caffeine which also acts as a diuretic.

Caffeine is a diuretic so you will eventually "release" more than what you are hydrating with.
