In theory if your car is damaged by a cyclist or a pedestrian then you can claim for the damage (a few months ago there was a case where a motorcyclist successfully claimed from the estate of someoen who had been killed by walking in front of him - just because the person was killed did not affect his liability (the cyclist was driving at a safe speed as well).)

There was a move to make any injury suffered by a cyclist BY DEFINITION the motorist's fault but that as far as I am aware has been dropped.

In practice - are you going to stand up in front of a dozen youths and ask for their details?????

So in case you're able to do them greater fee-effective than between the estimates your mom gets, i'm particular you're able to do it. you would be saving your mom some money. however the guy who hit you is liable for the damages.
