America would allready know its there, our submarines are still the most advanced in the world, and could detect the chinese sub before it got anywhere. But if the chinese had some new sub that could not be detected, that would most likely set off another cold war, and america would set up some form of defense and would figure out how the sub works threw spy's and whatever else they have.

The opening near Guam, Apra Harbor, is not international waters. It is territorial waters and to find a Submarine there would be interesting.

The U.S. Submarine Navy does a very good and quiet job of tracking these types of intruders and it would be forced to surface, moments after entering our waters.

Cant imagine why a Chinese submarine would want to enter Apra Harbor submerged, its too shallow and it would run aground and there is just nothing there worth the risk.

Weird question....

As far as I know International Waters can be travelled over and under by whoever wishes to do so.
This applies to the uS Navy as well as any others.
