You'll also often see some other writing underneath the symbol - this indicates the type of plastic. Some examples:

PE = polyethylene/polythene
PP = polypropylene
PET = polyethylene teraphthalate - plastic often used for carbonated drinks.

It's short of "プラスティック" (Plastic)

And the resvolving arrows mean "can be recycled"
