It's a scam. Plain and simple. These are the same people who send the emails saying you might have won the canadian lottery, the ireland lottery, the british lottery.. Well you get the idea. And any email that asks you to pay money to begin with when it comes to winning something is a scam. Always. If you truly were a winner they would have deducted the amount for parsel service charge out of your winnings and would have sent you, you're winnings. However, you'd have to make sure the check isn't a fake either. People have been also known to sent fake checks to people. Which in turn costs you money with your bank because they do charge for returned/ fraud checks.

Go with your gut instinct. This is a fraud and don't send money or any of your personal info.Yahoo, Google, Microsoft and other "big name recognition" companies do not affiliate themselves with these lottery companies. Just say no.

Scam alert . When you win anything you should not have to send shipping and handling charges to claim your prize.
