I'm assuming you are talking about a birthday party. All a party really needs is cake, ice cream, cookies, and beverages. Toss in some music, simple decorations, and some pizza and you should be just fine.

Have it outdoors - either backyard or at a park.
Shop the clearance racks at the party store - right now summer stuff should be on sale. Maybe go with a Hawaiian theme.
Make the cake and some easy appetizers yourself. Veggie tray, cheese & crackers, chips & dip. You can find some easy sandwich wrap recipes online.
Good music. Lots of places to sit & be comfortable - if you go Hawaiian theme you can do blankets and beach towels on the ground.
Games like Twister to give people something to do. You have enough people there that they'll be able to entertain themselves if you give them enough food and places to be comfortable.
If you write up your plan for birthday on a budget and show it to your mom, she might even change her mind and help with the details.

I assume you want to have party for your 11th birthday. The best party I had was on my 11th birthday..my friends planned it and the only thing my mom did was bake the cake. They surprised me which made it twice of fun. Have the people that are invited help. Make it potlock. some bringing snacks and drinks. Decide on what kind of party you want..it can be theme type party, get ideas from your friends..you don't have to spend a great deal of money to have fun.

Have you asked her why not, the thought of having to clean up after 20 people and all the noise might be a big part of it not to mention the time that it will go on for, go to the movies with some friends and then get food out.

If your talking about food, I would suggest sloppy joes (manwich) or ham sandwiches, chips, and some kind of salad. You could even go cheaper and get hot dogs. Good luck. Parties are expensive. I'm having a birthday party for my soon to be 9 year old daughter tomorrow and it was over $150 for everything, plus gifts.

Get a cake from asda! They are great and cheap! A bouncing castle. BBQ's go well if its sunny. If not gettin a KFC bucket can wrok or pizza or something! Then Music... Clown are a no go. Dont hire entertainment. But def. get a bouncing castle. Also get Helium balloons! They are so much fun!

birthday party?
weather permitting... have your friends over and play outside...
chips and dips... fruit salad.... veggies and dips.
or movie night... popcorn and ice cream and watch movies
maybe hint to friends mom won't have a party and see if they can have it at thier house
