Number one: It implies on guys

Number two:
Is it a Strong attraction or love? Its pretty much love its a saying that the guy has tripped you and you have fallen for him. It can also be for heart break such as i fallen for you but you wern't there to pick me up or theres If you didn't want me to fall for you why did you trip me? .... ext.

A lot depends on who is saying it. Bottom line, the person is saying they like you a lot. Probably not love. Maybe strong attraction.

Either way, they want to spend time with you. So do that, if you feel the same way, and let things happen as they will.

It is a saying that tells you of the passion that person have for you. "I've fallen for you" there telling you that they want you, have passion for you and if it is trully spoken from the heart then they love you deeply.
