I think that the second

There are a lot of couples that do not take care of each other's sexual needs. It does not necessarily mean that they get it from outside of the marriage.

Premarital sex is a sinful act but sexual intimacy within the confines of marriage is a blessed and joyful expression of the love between one husband and one wife; however, withholding sex from one's marital partner is also very displeasing in the sight of the Lord.
Personally, I consider both of these "equally" wrong - neither is better or worse than the other.

Having sex outside of marriage (fornication) is in direct violation of God's laws, so that would be worse. (1 Corinthians 6:9-11)

On the other hand, while the Bible does encourage sex between mates, there may be times when it would be best for mates to abstain from sex. (1Cor. 7:1-5) For example, if the husband came down with a debilitating disease that left his sex drive in shambles (either emotionally, or physically due to inability to perform), a christian wife would be understanding and would not either force sex on him, or make him feel guilty for something he has no control over. The same would be true of a Christian husband if his wife came down witha debilitating disease. Treating others as you want to be treated includes the mate, something that many people forget. (Matthew 7:12)

I agree the second is worse. However, I think God wants us to wait until married.

Why marry someone if you aren't going to have sex with them? Seriously though, the second one.
