Don't know about Beijing, but there are several great places in Shanghai: Waihai lu (Waihai Street), the Silk King on Nanjing Road, etc.
The silk market in Hangzhou is in Hangzhou. If you're going there any taxi driver can take you there, but be aware that whatever you buy you should bargain for--even if they say no bargaining and everything's fixed price. They WILL bargain--expecially if business is slow. My wife bought a nice silk pillow there stuffed with silk worm husks that was supposed to stop people from snoring. She says it works for me! ;-) You can also get nice silk comforters there, too, and see how the comforters are made. Interesting.

I went to the government's silk store in Beijing and found a lot. They have a display regarding how it is made and the prices seemed good to me. They threw in some extra scarfs. See it even if you don't buy anything. It is really nice.

The best place for purchasing silk in Hangzhou is at Hangzhou Silk City, the biggest silk wholesale and retail market in China with more than 600 silk enterprises dealing in a wide variety of pure silk fabrics, garments, handicraft articles, scarves, and ties. It is located at No.253 Xinhua Road (at the intersection of Fengqi Road, Tiyuchang Road, and Xinhua Road) You can get to the site by bus No.11 and 28.
