Here to help has no Idea what he/she is talking about. What does Israel have to do with this question? The incident happend in Lebanon and was thought to be carried out by Hezbollah, or the Free Islamic Revolutionary Movement. No one is sure which group actually carried out the attack. Both Shia and Shiite militant groups claimed responsibility. The common agreement is that who ever did carry it out was backed by Iran.
"In May 2003, in a case brought by the families of the 241 servicemen who were killed, U.S. District Court Judge Royce C. Lamberth declared that the Islamic Republic of Iran was responsible for the 1983 attack. Lamberth concluded that Hezbollah was formed under the auspices of the Iranian government, was completely reliant on Iran in 1983, and assisted Iranian Ministry of Information and Security agents in carrying out the operation."

Several Americans have won judgments against Iran and other countries named as sponsors of terrorism, but the U.S. government has been reluctant to seize foreign assets to pay the judgments, fearing international retaliation.

As far as a Federal Judge today ordering Iran to pay 2.6 Billion I could not find that anywhere on CNN. However in 2003 Congress approved $300Million to come from the Treasury Department to compensate a specific list of terrorism victims who have already won judgments against Iran.

Update:
Here to Help, Are you confusing the hostage situation with Iran that Regan took over from the incompetant Carter and the MC Barracks bombing in Beruit Lebanon? Here is a little research for you....The Hostage Crisis ended in 1980 three years before the Bombing. I would maby research the words of the question asked before I wrote a response that made me look like a fool. And again I ask you...What the hell does Israel have to do with Iran and Lebanon in this situation? Why would you think they need to pay for something that another country did?

Israel has no reason to pay US soldiers,we continue to pay them.

added. if you know the history,Israel has a lot to do with it. As far as judgements, the hostages of 1979 finally won and Bush had it thrown out. Research more before you try to criticize others.
