Yes, you can receive all phone calls even though you do not have a long distance plan. You can also call long distance using calling cards and what's called dial around, which are those 10-10 numbers that used to be advertised all the times.
If you search on the internet enough, you can find dirt cheap plans, like less than 4 cents a minute, that charge no monthly fees or require minimum usages.

1-800 (or 866 or 888) number are TOLL FREE and there is no charge for the call. If someone calls you, your phone WILL NOT charge you as a long distance call because you did not make the long distance call (You only picked up the call) If someone calls you from China, your phone doesn't know it's someone from China, it just thinks it's your neighbor from next door (Beleive me, you phone is not that smart) Good luck, Dan Home Theatre manager 15 Years

You will still receive long distance calls, the person calling you pays...and you can still dial 800#'s, youare not charged for them either...the person who owns the number pays for those. Yes, you can cancel your LD service.

No, only you would get billed for the long distance call. Now if you call a cell phone, they could be billed for an incoming call but that depends on their calling plan.
