Have you ever try an all-in-one audio converter named AVS? My brother sent it to me, it can help you convert WAV, PCM, MP3, WMA, OGG, AAC, M4A, AMR and others. You also can rip CD to MP3 or create ringtone with it. It's not free, but works really nice for me, you may download it for a try
