TELL YOUR PARENTS!!! And if they don't believe you, keep telling until another adult does believe you. Your brother needs help now to control his urges, he is a rapist in the making. If you do not tell, he may try to go farther with you, your friends, other female family members and neighbors. This is beyond curiosity at his age.

Tell your parents what he is doing. He will become embarrassed, and he will stop doing that. He knows he should not be doing that, but he won't stop until your parents tell him to stop.
