World Bank has a programme called World Development Marketplace and invites innovative ideas for implementation as grassroots initiatives in the world.
I had an innovative idea called U-SEE - Unlimited Savings of Electrical Energy - which was considered as one of the best in 50 finalists in IDM 2007. I was honored by World Bank

Any idea should be sustainable, replicable, measurable, economical, simple and should result in macro level approach with least intervention

You're not the first (see link). You need more than just an idea. When you have a prototype and intellectual property protection, then you've got something to sell.

You don't go anywhere or call anyone. You do not need permission or approval or anything. You just need to get busy and MAKE it work, and if it really is good, you will be able to sell it. But you can't sell it until you MAKE it. Talk is cheap.
