1. Russia - massive tank and guards army, massive number of t-34s
2. US - industrial strength and superior air and naval power
3. Germany - at its heighth, nearly won Operation Barbarossa. Better Panzer division commanders, but could not fight a two-front war of attrition.
4. Japan - nearly conquered the whole Orient, but the battle of carriers left them at number 4.
5. Britain - along with Common Wealth nations, helped in drive across northern France, stopped Rommel before the Suez, and held off the Lufwaffe in 1940.

Dude above me, you have no idea what your talking about.
Finland got purged in the War.
Russia was not the best, they had massive numbers of troops which is why the defeated germany.
Germany and the USA were at the top though.
You cant say germany was the strongest, because when America entered the war, we never had a doubt in our minds we would lose. Like Germany did.
We may have lost a few battles, but the forward push never stoped.
Its almost like you have a big buly at school (germany)
then a new kid comes, bigger then the big bully at school (america) and kicks the old bullies ***.

In terms of might at the height of their power then I think you'd have to list Nazi Germany at the top because they had the best technology at the time
My List would be
1. Germany
2. US
3. Japan
4. Soviet Union
5. UK
while all powers you have to take into account at what they were all doing
Germany was fighting the UK, the US, and the Soviet Union at the same time and were not by any means easy to take down
the US was able to crank out weapons fast due to their industry being so great and take into account they had to split their forces to fight two of the world's top militarys while losing a majority of their Pacific fleet at Pearl Harbor
Japan was occupying a LOT of places in Asia and were brutal guerilla fighters
The Soviet Union was on the verge of being conquered, the Germans were ill prepared for the Russian Winter which gave the Russian an advantage and time to regroup, if it hadn't been for that Russia would have fallen
The U.K. were fighting their hearts out just trying to last while they had the Blitzkrieg of the Nazis and the bombing raids going at them nonstop so you have to give them credit
overall they're all powerful but I stand by my list

Germany was a far superior force in WW2 and it should be at the top of your list. Germany lacked in numbers and in almost every battle, land especially, they were outnumbered 4:1 (on average). Germans had tactical superiority, were battle-ready (thanks to the Hitler Youth and other youth programs instilled before the war), and they were in the right mind set for war.
It is well known and documented that German soldiers - especially - had initiative for leadership and could function effectively if the unit lost its commanding or unit officer.

not sure what you mean by "top" but if you mean, "who mostly won World War II", I'd have to say Russia in Europe and America in the Pacific.
For sheer guts and fighting ability, I'd have to vote for Finland.
I'd rate Japan as having the best trained navy (in the beginning of the war) by far, the best naval aviators and the world's best torpedoes.
I'd rate Germany as having the best tactical air force and America as having the best strategic air force.
Britain had the best air defense.

1. U.S.
2. Germany
3. Japan
4. U.S.S.R
5. Britain & France
Germany would have won against the U.S.S.R except for Hitler's arrogance and stupidity. If he hadn't tried to invade the U.S.S.R. especially Russia in winter, he might have conquered the entire U.S.S.R.

Germany was far stronger than the UK, perhaps nearly as strong as Russia. While Russia had vast manpower resources, their industry was considerably smaller than America's.
