In XP go to the regional settings, then in the first tab click the customize button. Go to the time tab and change the h:mm to HH:MM for a 24 hour clock.

What other mode might you want it in????? Click on the time and adjust it the way you want it but there are 24 hours in a day!

this is because of the fact your close by Settings are no longer configured on the 24 hr time format. you are able to adjust this by ability of going to start> administration Panel> close by & Language suggestions. click then customize on the close by suggestions tab. Then flow to the Time tab and choose below the sphere Time format the two "hh:mm:ss tt" or "HH:mm:ss". The "HH" or "hh" format is the only that permits you to apply a 24-hr format. in case you opt to delete AM/PM image, purely flow to those fields and press DEL key. save all your adjustments by ability of clicking the ok/practice button.

either right click on it and go to adjust date time or double click and the clock will pop up for you to adjust.
