Look at form 1040-ES and its instructions to determine the tax on $30,000 (which depends on your filing status, deductions, credits and exemptions). Subtract that amount from the amount that will be withheld (look at your paystub, multiply by the number of pay periods per year).

A refund means you payed too much in the first place.
