GIMP (GNU Image Manipulation Program) is a free open source program that has a two step installer that may confuse some people. - and a terrible website (IMO).
GIMPshop is a modification of GIMP, intended to replicate the feel of Adobe Photoshop. Its primary purpose is to make users of Photoshop feel comfortable using GIMP.
So, in English - GIMPshop changes the interface to look like PhotoShop but the underlying program is still GIMP.

I have not tried either since I always use PhotoShop because it is so good. Yes it is expensive too, but if you need a good tool then you just buy it and be productive rather than spending all this time trying to figure some way to get something else to work.
It's either your time or your money. You choose.

Its an amazing photo editor, it works with layers like photoshop, and people make all kinds of free, safe plugins for it.

You can download it free from a bitttorrent site.
You will need a bitttorrent client to download though.
Azureus is a good client. Do a google search for it.
