remove make up mascara like wet wipes u get from the packet...
would u leave it on after putting it on but because the wipes say "cleansing" dont u meant ot wash that off? im prob wrong

I'd rinse it off just to make sure there isn't any residual makeup or cleanser left on my face.

I use these cleansers every day... Mind you, every brand etc is different.
I tend to use Johnsons or Loreal and those ones don't require any water or towelling when complete. Just keep using clean sections of the cloth or change to a new one until you can see there is no more dirt/makeup on your face. If you then dry or wash your face with water, you are doing exactly what you said - washing it off again.
