'vals' means 'waltz'

just in case you don't understand the sentence, here it is in English:

I guess some words are missing from that sentence you wrote (1), or it could be
(2)Cuando toca, él sabe hacerlo, como el valtz de la viuda negra.

(1)When he plays, like he knows how to do it, the happy widow's waltz.
(2)When he plays, he knows how to do t, like the waltz of the happy widow.

actually "vals" isn't a word in spanish. it comes from the german "Waltz" which is a type of dance. but people started to write it as it sounds and now is accepted by the Real Academia de la Lengua Española.

in the sentence "el vals the la viuda alegre" is the name of a song and could be translated as "the happy widow's waltz"

that's an affectionate term for somebody you have an interest in. In his track ' Me Vuelves Loco' (you're making me loopy) he calls her China.
