I heard lemon juice can cure that. Try rubbing that on your knees and elbows. If your skin is to sensitive then all I can suggest is maybe looking for a lotion that specifically caters to this sort of problem. Jergen's Shea Butter Lotion works well for me.

You can use products with hydroquinone (a bleaching agent) in them. They are sold in drug stores everywhere. Dr. Palmer's is a pretty good one and it's about $7. Just wash then area, dry the area and apply the cream. Do this twice a day. It will take about a month to start to see results. Also, before going out in the sun, apply a thick layer of sunscreen to the area to keep it from getting darker.

My husband uses a product called Dermarest on his knees, twice a day for about a week, and puts a hot damp towel (but not so hot it burns) on his knees for ten minutes before he puts the cream on. It takes a few days, but the dark skin softens and rolls right off. He's never done his elbows so don't know about that. He gets Dermarest at Wal-mart for about $6 a tube, which lasts quite a while, but I imagine you can buy it in any decent drug store.

Try applying a compress of 50% warm water w/ 50% whole milk. Milk has lactic acid which will loosen old, dry skin cells while the milk fat will help moisturize your skin.
You can also make a scrub of whole fat yogurt mixed w/ a bit of lemon juice & honey. Add ground oatmeal to make a paste. Yogurt also has lactic acid & milk fat. The lemon juice will help lighten the skin & loosen old skin cells. Oatmeal will thicken the scrub, sooth the skin & add texture. Honey is a humectant.

white people have the same problem---yours are more noticeable with you having dark skin,we all have different types of skin on our bodies--knees and elbows have maybe a thicker skin to protect our important joints.just use moisturiser cream for when this skin gets dry.Please do not use anything drastic as you can scar yourself for life.Beauty is in the eye of the beholder.Sure your mum loved you as you are.

cut a lemon in half. twice a day, rub 1/2 of a lemon on your knees. let sit for about 5 minutes then rinse with cool water. mosturize.

you can try a product called dermablend, but it's only a coverup, not an actual change.
maybe try the palmer's cocoa butter line to soften up the skin
mederma makes a scar solution
this all might not be strong enough for you, but it's a start.

Well it could be something as silly as lack of moisture...So moisturise, moisturise and moisturise!!!
Also how about trying a chemist cream for face sun spots?
That is surely inexpensive
