If "Simple Green" and a scrub brush does not work then you're stuck with it.

This is one of those things that really is to tough for any cleaner or solvent to tackle.

I'd begin with something like lighter fluid or kerosene and then work my way to the "Simple Green" and then the washing machine in hot water and Tide.

Good Luck!

Tar is real, real tough. Is this road tar, asphalt-based, or beach tar, oil-refinery based?

Beach tar responds, sort of, to baby oil soak, gentle scraping, then repeated laundering, but sometimes you end up with a grease spot from the baby oil.

Asphalt-type tar may not come out. I'd try softening it with heat, maybe from a hair dryer, a gentle scraping (popsicle stick) until you can see the spot but not feel it, then laundering with any stain pre-treatment the fabric can take.

Either one may turn out to be hopeless, I'm sorry to say. We bought black or dark brown swimwear in Texas for a reason.
