John the Baptist was testifying about Jesus. he was letting his followers know that the time of his ministry was coming to an end. He was the announcer, the herald of the King to come. And now that Jesus ministry had begun, John's was completed.
On a personal level, I also take it as a model. Meaning, what I want to do through my own will must decrease, and what Jesus wants me to do, I must increase.

If you read a few of the previous verses you will see this was spoken in answer to a question from some of John's disciples. They wanted to know about Jesus, who was baptizing, and they said "all men come unto him". They were concerned about this trend since they were following John at the time.
John responded that he(John) was not the Christ, but that he (John) was sent before him. He also rejoiced in this and knew his followers would decrease and Jesus followers would increase.

It means that your "self" must decrease so that Christ can increase in you. The less selfish and self-centered you become, the more Christ-like you will become.

John is saying that he must turn people to Christ so that they follow Him and John must give up his followers to Christ because that was why John was sent, to prepare for Christ's coming.

I believe it is John describing how his ministry will diminish as Jesus' grows. He is telling his followers that his time is coming to an end and that they should follow Jesus now.
When you read the Bible you must READ THE BIBLE not take every verse and try to give each one meaning beyond the scripture that it is part of.

When John the Baptist was told that Jesus was become more popular then him, he stated that that was the way it was suppose to be. Jesus' ministry was to continue increasing, while John's ministry - which was to prepare people for Jesus' coming - was done. So it was to decrease.

To allow Christ Holy Spirit to live in your daily lives and less of living our lives as we desire and our sinful natures. Denying ourselves and being more and more obedient to God. How we spend our time, our money, how we treat others ect. Sounds easy but it isn't easy going against our own nature and the ways of the world and their anti Christian eyes and views.
