Modern modular is better than most home construction. I am talking about stick built modular that is built on to a slab.
As to which is best? Steel with a concrete slab so you can hose it down at the end of every day :-)

If it's a modular building like the modular housing that you see in trailer parks, do ANYTHING else but those. They may look good at the outset, but after 5-10 years, things start to break, or break down. The materials and appliances just aren't all that good, IMHO. I've seen some where the doors fell off the closet, the plumbing leaked, and it was all-round low quality. It may save you money at the beginning, but you'll pay it back in higher maintenance costs at some point.
