it's kinda mean, but sometimes guys just don't get the point..........
"I'm sorry, but do I need to hold up a sign that says 'you must be at least this hot to talk to me'?"
I have only used it once, but I had already told the guy I did not care to dance with him. Plus it was about 10 years ago and I have matured since! ;)

i'm very simple in that area, i plainly say,
"Sorry, I'm not interested." or i turn away an say "Hey, _________!, How've you been? It's been a while."
Then apologize to the person i used as an excuse to get away, explain, then continue on as though nothing happend. Please don't think poorly of me, it's just so effective.
