Is this legal for a dept. to do, what legal standings would this give to someone with no Law Enforcement training.

They hand out Police Badges or Constable Badges?
There is a difference in Police powers between the two.
Also, didn't you ask this same question recently?
Many Departments have honorary Police badges for large contributors to their memorial foundations.
In answer to the second part of your question. If they were given a Police badge and ID, they would be a Police Officer.

If you really suspect that people are receiving sworn appointments in exchange for money, you need to contact your State Attorney General. I would also suggest that you contact your local news station.

Are they actual police badges, or more like "friend of the cops" kind of badge? This would be an issue for the State police to investigate.

Those are just for special favors around town with political backers of the Sheriff. They have no police powers and is just a prestige symbol like a LV purse.
