Personally? No, I wouldn't. Let me phrase it to you this way...
I was raised in the country, where most guys kept a gun in the truck, another in the kitchen, and another by the bed. The crime rate was almost nothing where I lived, yet these folks kept all these guns for 'protection'.
How is that any different from doing the same thing on a dangerous city street? In my mind, it's not. What if he were carrying a baseball bat? Or a knife? Would that change your opinion of the situation? These are all weapons that can hurt someone in the hands of the wrong person.

This depends on the laws in the state you live in.
In my glorious home state of NJ - a civilian - (even if licensed to carry a pistol) carrying an exposed hand gun outdoors in the manner you describe will land you in prison for a mandatory 2 years.
You would also be arrested in New York, and many New England states.
PS - the barriers to get a license to carry a pistol in NJ are so onerous that basically a civilian can't obtain one.

Simply carrying a pistol is not necessarily a threat to anyone. I would have to know more (age of the person, manner in which the gun was being carried, his demeanor--angry, waving the gun around). Was he shouting, making threats?

Yes, the average person, doesn't just carry a gun around with them. Besides, there's children around, its always better to be safe,, than sorry later.
Call the police, least your conscience will be clear if anything does happen

Depends more on who "someone" is and what they are doing with the gun. If they belong there and they are not committing a crime I would let my understanding of the second amendment rule.
