The more important issue is to get "rundll32" onto your computer! The fact that you don't have it means that your computer may not be running properly to begin with! You didn't say to what extent "rundll32" is causing problems (i.e., how did you know that's the problem?), but, most likely, it was nuked by a virus.

Go to the first link, below, and find "rundll32.exe" (about half-way down that page), then click on the link beneath it corresponding to your computer's operating system (if you're not sure, and have Windows 95 or higher, then left-click on the "Start" icon (usually displayed on the lower left of your computer screen); your O/S name should appear on the left side of that pop-up window). You'll need to extract "rundll32.exe" which is in that downloaded file zip to "C:\Windows\system32", assuming that's where your O/S resides. Then, run your anti-virus program, if you have one (and if you don't, WHY THE HECK NOT???), on the ENTIRE computer. When that is done (it may take a while! be patient!), reboot you computer. You should now be able to access the Control Panel.
After you have resolved the rundll32/Control Panel problem,
you should be able to get rid of the toolbar via the Control Panel. If not, then check out the second link, below, to remove the toolbar. Either way, make sure to reboot the computer, immediately afterwards.
For the record, I have heard nothing but complaints
about every website's toolbars.
My company explicitly forbids using ANY website's toolbars
due to the toolbar's "spyware"
(and that's from the "friendly" websites!).

I can fix both of your problems.
Mywebsearchbar is a pain in the ***.
But you need the control panel to delete it. Go here
http://www.dll-files.com and download the dll file, put it in the System32 folder.
Go to Control Panel and remove it. mywebsearchbar is a common tracking cookie, so delete it as soon as you can. It can also prevent the internet explorer from not working at all.

go to view then toolbars and click mywebsearch it will top it from loading
in IE7 you have to hit ALT to see file , view, favorites etc

sounds like you also have a virus. every computer has runn32.dll
