Well, considering I'm an Assistant District Attorney in NY and I'm an AW owner, I can give you the run down.
1) There is no assault weapon license. Go into a gun store and buy an assault weapon (semi auto) and walk out that day with it.
2) NY is a non NFA state, that means NO full auto weapons, no silencers, no short barreled rifles. The best we can buy are AOW's (any other weapons) such as a smoothbore pistol (3 shot pistol shotgun).
3) Magazine capacity is limited only by what magazines were available prior to October 1994. That means you can buy a Beta C mag (100 rounds) as long as it was produced prior to Oct 94.
There is no magazine capacity limit, there is only a limit on possession of POST BAN (post 1994) magazines that exceed 10 rounds. So I have plenty of Glock 19 and AR15 and M1a, FAL, etc mags that are older with full capacities. I just can't own any newer mags, which limits my ability (or desire) to purchase new production firearms with no grandfathered magazines.
EDITED FOR CLARIFICATION:
Someone asked me a question privately and I figured a clarification is in order. Here's what I sent him;
There are some counties in NY that restrict the possession and ownership of AW's. Albany and NYC have the worst prohibitions, while other counties don't have any such provisions. However, what you must realize is that an "Assault Weapon" is a firearm defined by characteristics. Such characteristics mirror the federal ban. What you can't have is more than 3 of these features:
1) Conspicuously protruding pistol grip
2) Flash Hider/suppressor
3) Bayonet Lug
4) Folding or collapsing stock
5) Ability to take a magazine over 10 round capacity
6) Semi automatic
So with a typical POST BAN AR15, you will only have three features, which means it is NOT an assault weapon, it is merely a "sporting rifle." An assault rifle would be a "PREBAN" style rifle, which may contain more than three of those features.
The bottom line is that no NEW assault weapons may be possessed in NYS. Only the grandfathered "preban" semi automatic rifles and pistols may be owned and possessed in NY. You can go to any gun store in NY tomorrow, as long as it's not in a county where these weapons have been specifically banned and buy one.

Depends on alot of things.....What state you live in.
Do you want a Semi or a full auto....
Are Hi-cap mags aloud in your state..
In Florida you can buy almost any military style firearm in semi and hi-cap.....
But to get a full auto you need a Class 3 stamp..
And go through the step to get it.....It will cost you..
Check your local laws....

NY has a ban against hi-cap mags and a ban against full auto weapons.
good luck, it will never happen
you could possibly get an ar or an ak but not full auto.

If you want an assault RIFLE in New York, you have to be a cop or in the military, then there are their rules to follow.
Assault WEAPONS, (which are no different than semi-auto hunting rifles in opperation) are restricted and, unless it is already registered, not available on the open market in New York.
So to answer your question, the first step is to move out of New York.

The only possible way for a civilian to legally own a M16A4 or ACR is for it to be a demonstration model in a gun store. Any fully automatic or burst fire capable gun manufactured post 1986 is this way. It's the federal governments rules, not the state of Michigan.
