Grounded outlets have nothing to do with equipment shorting out. Grounding is just a safety feature so you do not get a shock if there is a short.

Neither of those answers will work as their may not be a ground wire run to the out let boxes. You need to get a power strip that is GMOV protected and, if possible, run a ground wire from it's ground terminal to a cold water pipe in your apartment.
The power strip will protect what ever you plug in to it along with your telephone line if your computer modem uses a telco line.

You can ground it to the screw that holds the plate on. They usually are grounded. OR you can change the outlet. Its really easy.
