Because they are tacky, and haven't a clue what "appropriate" attire is, and their male collegues are too afraid of being charged with Sexual Harrassment to point-out that they look like cheap streetwalkers.
Personally, I blame the Spice Girls, Britney Spears, and other assorted "I'm a slut" pop-act in the last 10 or so years.
Unless the woman/girl is a stripper, whore, or in a related profession, aping one of these wanna-be sluts is inappropriate.
As for the casual wear or PJ slacks look...it just makes the girl look like an idiot, a nice professional pant suit or skirt suit is MUCH sexier, and also projects the image of the woman knowing what she is talking about, even if she doesn't...there's a darn good reason why most companies that have Casual Fridays have "dress codes," and why the intelligent worker will still wear "business casual" if (s)he has a meeting that day!

Because when (and if) they went to colleges, a dress code is not required for entrance. As a result, a great many (not all) students have a habit of dressing as if they were going to school. But it's really up to the company to enforce the dress code. In NYC where I work, the managers have a right to send you home without pay if you dress inappropriately. Unfortunately, with some managers, they don't want to be the "bad guy" by pointing anyone out.
But for the most part, if they are educated well and versed in the art of grooming, they have a great appearance in their appropriate clothing. Also, during the summer months, many companies have a "casual dress down" code. Here is an example: when I hear 'company casual' - I think of nice skirt/slacks and a sweater or top that doesn't reveal much, open toe shoes for the females, slacks (usually dockers - khakis) and golf shirt with a collar, socks & loafer for men. However, I have a neighbor in New Jersey and she dresses with knee length casual knit pants, a stetched top & very casual shoes.
What you may consider as lounge wear may simply be considered casual by these young people. If they work at a professional level, they wouldn't be dressed like that.

Why do you care?
Americans know how to dress "properly" when it is necessary. What is more important is being able to get the job done.
I see no reason to wear panty hose and a skirt to please an outsider when I am more comfortable in my denim slacks and don't have to worry about snags and stains. I complete more work when I am comfortable than when I am having to think about tucking, or adjusting a jacket, or sliding hose, or shoes that pinch my feet.
In all honesty, I've found a majority of people who place such importance on what you wear and whose name is on your clothing to be the kind of people with whom I prefer not to associate. Dishonest, manipulative, and shallow.

I was wondering the same thing. I will never understand why the younger generations now think wearing sweats and pjs out of the house is "cute". Work requires work attire, they need to realize that!

Where do you work cause I work in a office and I have never worn sweats on sweat shorts to work and I am 23. I wear business clothing.

Because you hide in the anonymity of places like Yahoo Answers asking these types of questions rather than stand toe to toe and eye to eye with the people and confront them with these types of questions.
Now, I understand that fewer than 13% of Americans bothered to serve in the military (and that includes all the Veterans still with us up to Vietman) so I understand that most Americans shy away from confrontation and I hardly expect you to break from your habits at this point in the game.

Because we look to society and what others do. And it's the same way with the jeans sagging below the crack and showing "draws" the hip hop industry has led our children astray! And so has those damn crack head teeny boppers entertainers. Poor role models and not mentors

I think it's those pitiful "mom" types that need to get some style. So sad. We have a young workforce at my work (right out of college) and we want to send a lot of people on What Not to Wear. Stop with the shoulder pads and pleated trousers
I am not saying we don't dress unprofessionally....but let it go....worry about what you wear not everyone else.
