Windows 98... you're done. That's 8 or 9 years old now... that's all over but the space reserved for it at the Recycle Center. It is time to consider a new computer. Security Center did not exist in Windows 98.

You can get individual updates from Microsoft.com

Because they were not added to Windows until Windows XP. They do not exist in Win 98. (And such MS no longer supports Win 98, there would be nothing for Win Update to donwload in the way of updates for your computer.)
