Some cats have a blue tint in their fur, so that's what makes them blue.

Blue is a descriptive term. A blue cat is genetically a black cat who has two copies of a dilution gene. This gene affects how the pigment is laid down in the hair shaft. So a black cat with dilution is called blue, as they are a blue gray in color - google the Russian blue breed. A red cat with a dilution becomes cream colored with slightly darker stripes. You'll also see the occasional Tortie with the dilution. She has blue and cream patches instead of the more common black and red.

It's just the name of the color. Blue is the dilute color of black in genetics.
