It can't. It was an oversight, and has since been dismantled.

They can do so because of the freedom of speech that is guaranteed by the First Amendment in the Constitution. If they were openly advocating and telling people to kill others, and presenting a clear and present danger to others (rather than publishing a 'how to' manual), they could be stopped. As far as I know, they did not in fact do so, but instead just gave instructions on efficacy.

It is pathetic if their was only a way to intercept these outrageous rantings before they cause major problems!! And don't throw the freedom of speech or press,thing!!
