I'm not sure what you're seeing but I see Mark 11:23-24 as dealing with intercessory prayer, not confession. It is one of those passages that contradicts many christians' current notion that god rewards prayer as he sees fit or as is best for the petitioner. The bible clearly says (here and in other places) that if you ask for it, it will be done. These verses are also the source of the phrase "faith can move mountains".

After a fashion that is true. Before a confession of faith can be sincere, there has to be a revelation or epiphany in which the sinner comes to the realization that he is a sinner, of the price of his sin, the penalty and the need for salvation through Christ. Only then can there be repentance and forgiveness.
The passage in Mark 11: 23 & 24 is a promise that if you ask for something in prayer and your heart is with God, then it will be given to you. This does not mean that if you ask for the winning lottery ticket, you can go out and buy a new sailboat, because what was the motivation for the request?
