When the police run your name and birthday, it runs you through their local records, the State wanted / warrants, and the national NCIC system.
If you have a Felony warrant out in any state it will most likely show up as a 'Hit' saying that you are wanted.
Now, even with a warrant, you will only be arrested if the issuing agency agrees to extradite you back to their state for prosecution. If so, you will be arrested as a 'Fugitive' and held with out bail until taken back into custody by the originating agency.

It depends on what they mean by "County-wide warrant check"... It could be that their warrants are a mess... between Probation, the Courts, and the Sheriff's Office, who maintain and serve warrants, there's often cases and/or warrants that fall through the cracks. It could be they just mean they're cleaning up that system and making an effort to serve all the warrants once that's done.
Or, it could mean that they're running a RAP sheet on everyone in the County who's on probation... to see if there are any out-of-state warrants they need to act upon. they can't run warrants on folks unless they have a need-to-know and right-to-know... can't just run them on somebody because they want to.. they have to have some authority to do so.. either in an investigative (law enforcement), charging (DA), defending (Defense attorney) or supervising (probation/parole) capacity. Anybody who's not in one of those categories is free from having a rap sheet run.

Never heard of a "county wide" warrant check. It is usually a "wants and warrant" check and covers larger areas. Possibly even national.

Usually yes. There is a system called NCIC where warrants from other jurisdictions are reported to local police. Felony warrants - absolutely!!!!

If the Police use NCIC (a national data base) them yes a felony warrant with most defiently come up. Almost all the Police in the US use NCIC
