Are you talking about the operating engineer
for a completed building, or the design team
for a new building?
The operating engineer needs complete operating
parameters, plans, and diagrams for all systems,
plus a building occupancy schedule.
The design team needs a complete description
of the building required, (generally the product
of an architect), and the parameters of it's intended use.

2. the size n shape of building
3. where the building want to be, cause geotechnical condition is one important thing to know

He should ask for the geotech report. The foundation design is very important.
