Are you talking about the operating engineer
for a completed building, or the design team
for a new building?
The operating engineer needs complete operating
parameters, plans, and diagrams for all systems,
plus a building occupancy schedule.
The design team needs a complete description
of the building required, (generally the product
of an architect), and the parameters of it's intended use.
