It is annoying but mostly understood as being helpful. I am a stutterer and i know people are just being helpful. My stuttering has improved over the years and so has my patience with others.

It's just rude to try to speak for them. How would you like it if someone thought you were so slow witted that you needed help finishing your words? Or how would you feel if someone felt what you had to say was such a waste of their time that they finish your words/sentences for you instead of politely waiting?
It's degrading, and while they don't usually show their frustration, because they tend to be more polite than people who interrupt, it is frustrating to have someone cut you off and not let you finish speaking.

Two people who visit my Office stutter. I think because I tend to look people in the eye while speaking, might make them uneasy and stutter more. So when I can, I avoid looking at them when they speak. And never try to finish words for them, it will distress them more than annoy them.

I had this friend who would stutter so badly,he would get frustrated trying to get the words out till I came up with a solution to his dilema. I would simply tell him to relax, take a deep breath, then sing out what he wanted to say. He never stuttered after that.

You should not finish a word or a sentence for a stutterer because it could be embarrassing to them. If they ask for help, then be glad to help them. People with disabilities prefer to handle matters their way - it's a learning process.
