You should have a copy of your DD214/215.
If you do not live near a post/base - then contact the nearest National Guard (any branch) and see if they have the capability to issue ID Cards.
Just because you do not have a card, that will not restrict you from coming on the base. You would need to sign in at the front gate and let them know where you are going and for what reason..... in this case, to go to Pass & ID to get a new card.
Now... Because you lost your ID card... You should have reported it lost, even if it is a Retired or Disabled Military ID Card. Its a security issue.

If you are a "former Navy guy" you should already know what to do! I hope no one will answer this question on grounds that it is very very odd that a person who claims to have formally been in the military would not know what to do! Hell my daughter has an ID and knows what to do if she looses it, and she is 6!

If you are former Navy, your id would have had an experation date on it. Also, when you leave the service they make sure the experation date matches your last day. If you lose it you do nto get another one, being it is no good anyway.

are you retired or 100% disabled? that will get you a new id. if you aren't, then you can go on the base, but there are no benefits you can partake of, such as commisary etc. also, you may not be allowed to enter the base just because you want to. you have to have a reason.

if you are not 100% disabled or retired, you are not authorized an ID.
If you fall under either of these categories, call the Pass and ID office of your closest base to find out their procedures.

If you're FORMER NAVY....then you should have turned it in when you got your discharge. Only RETIREES get to have a military ID after they get out.

You don't get one if you are a former military man. If you retired from the service, I believe you can have one. However, if you just fulfilled your contract, you don't get one.

Go to the visitors center at the main entrance, ask them for a temp. pass on base..and go to the I.D. office to get a new one...
