Studies in Germany done back in 2004 indicated that drinking water boosts the metabolism for both men and women. The higher your metabolism the more calories you burn. However it seems to benefit men a bit more, in relation to stored fat, according to this study. The increased calories burned for men was mostly from fat and for women, from carbohydrates. However in both cases that meant less calories going into the body so both would mean weight loss. Although not conclusive due to the study size it was stated that, assuming all other things remained the same, an additional 17,000 calories a year, or approximately 5 pounds, could be lost by drinking 1.5 litres a day.
It is also believe that water flushes your system helping the body to eliminate waste more effectively and thereby stay healthier. Of course the full feeling by ingesting water helps to reduce amounts eaten which can, in turn, reduce weight as well.

If you eat right and exercise at the intensity, frequency and duration proper for you, but still can't get rid of a little paunch here and there, you're probably just not drinking enough water.

I don't think the water alone will help you. I'm no expert but I would imagine it helps you to keep your system clean and circulating. Also, while you are spending that much time drinking water you are NOT drinking soda and other sugary drinks.

your body needs at least that much water to function efficiently, so if you drink enough to have an efficient metabolism, then on a calorie restricted diet, yes you will lose weight more efficiently.
