I have the switch in the auto postion and when you start the vehicle they try to come on but turn off again. I live here in Kuwait and getting to the dealer is very difficult. I have also read the manual.

maybe they are just shut off. it seems to be a warranty issue, but read your owners manual 1st.

Are you sure they don't work, that small sensor in the top of your dash is a light sensing diode, cover it and with the key on engine off have another look, if they don't come on that sensor is probably the problem, it will need to be verified by a technician.
If there is no dealer close by contact General Motors by phone and ask for there help.

You didn't say if this occurs at night or during daylight.
Up in the center top of the instrument panel near the windshield is a sensor that turns them off in daylight. Cover the sensor with something and see if they come on.
If they don't come on take it to the dealer as it should be still in warranty.

If it is a 2007, then take it to dealer service. It should still be under warranty.

Do you have them turned on? The switch is usuallt combined with or near the dimmer switch.
