her insurance company has accepted liability but a police officer is charging me with driving without undue care and attention, surely it was the third party who was driving without undue care and attention by not wauiting to see if there was oncoming traffic

My opinion is that you and the other driver will both be charged with contributory negligence; that is, both of you should have been more careful.
It would have been more prudent of you to stop in the traffic when you saw the other parked card vehicles, and it would have been prudent for the other driver to stop before trying to take the turn.
Legally, I believe that the other driver has more at fault than you, since she did not yield to oncoming traffic, however.
If there is a court case out of this, use the fact that the other driver did not yield to oncoming traffic.

Request a hearing in traffic court. If the officer testifies, get him to say he was not an eye witness. Then ask that the charges be dropped.
