No that is not true. The Roman Catholic Church is rather the western Church. There are several Eastern Catholic Churches that also are part of the Catholic Church.

A Particular Church, is where a Bishop, properly ordained, offers a true Sacrifice of the Altar. Particular Churches are organized under a patriarch or metropolitan bishop who governs the bishops in union with him according to a particular Rite, which is a liturgical form. The Patriarchal Churches are then organized under the Universal Bishop, who is the Bishop of Rome, who exercises the Petrine Office, who is also the patriarch of the Roman Catholic Church.
Union with the Petrine Office/ Keys of Peter / Chair of Peter / Bishop of Rome / Pope is what constitutes membership in the Catholic Church.
Thus it can be said, and has been said, dogmatically that there is also no salvation outside if one is not in union with the Pope, because not being in union constitutes being outside of the Church which constitutes being in a place that does not, by itself, lead to salvation.
ALSO you are mistaken on what Catholics mean by UNIVERSAL. What is meant is that it is the only path which leads to salvation. Being the only way, it is thus universal -- all persons in all places in all times must in one way or another find themselves on a path that leads to the Church.
Those that die before Christ or ignorant of Christ and his Church can find the path that leads to the Church Suffering, but now here on earth the path to the Church Militant is known and proclaimed openly so thus the path to the Church Suffering becomes narrower due to this age of the Church Militant, that is to say that the rejection of the path to the Church Militant is also a rejection of the path to the Church Suffering because there is one Church and one path which all must take.

You don't want an honest answer. You only want to have your prejudices confirmed.
Here is an honest answer; when the catholic church says there is no salvation outside the church, it means that nobody could reach salvation except through the work of Jesus continued in our time through the church. It does not mean that you are going to hell if you are not catholic.
Oh, and catholic means catholic - not Roman. The faith is universal. It is taught the same throughout the world. The Roman rite is only one of several rites in the church, but they all teach the same faith. Therefore, it is universal (the same throughout the world).

This does not apply to individuals. The various CHURCHES that offer their own thing do not and cannot offer Salvation. There is only one source of salvation....the Holy Roman Catholic Church. It alone was established by Jesus and handed on to the apostles. All other churches can only trace their foundation to 1517 -- or later.

You, and others are very quick to believe the lies and slander of the press as well. At least my secretery was honest enough to admit this when I showed her the actual article. let me quote from it:

The Pope did NOT say that there is no salvation outside of the Church.
Neither does the Church teach this.
