The Internet is a new form of communication and with it come certain rules and guidelines of politeness.

Most people appreciate proper spelling, grammar and not text speak.

When someone posts in ALL CAPS it is like yelling in the middle of a crowd. It is an attention seeking device or something done by the newbie that has no idea that their written words are being "heard" like screaming and yelling.

When you do use caps it can be done for the effect--like inflections in your voice when you speak.

Telegrams done by teletype only had one setting. Thank God we have grown in our technological abilities since then.

Caps is actually only to be used when one wants what they're typing to be implied as shouting. Besides, reading something in all caps can get kind of frustrating after a while.

Because it's considered screaming. Telegrams USED to be in caps because technology didn't allow for much variability.
Would you want someone yelling at you all the time?

Caps should only be used when the text is being read by someone who is hard of hearing, common sense really.

All caps = yelling came about with online chat. It's just one of the rules. Don't know who made it up, but it happened. Just like the "shorthand" people use for messaging/texting.

It seems to be the equivalent of SHOUTING. I sometimes have difficulties with caps.
UN.org send out their e-mails with a headline in caps and without punctuation.
I remember wonder who Dr. Congo was, (DR CONGO) and recently, in an e-mail about Darfur I came across UN-AFRICAN FORCES.
Very confusing. The proposal was not for un-African forces.

If you type in all caps it gives the impression of hollering or shouting and being angry. It draws attention to that sentence.

Example:

I AM SO UPSET! THAT SHOULDN'T HAVE HAPPENED.

As apposed to:

I am so upset. That shouldn't have happened.

The all caps, you know I am upset. The lower case doesn't call as much attention. You know that I'm upset but it isn't that bad.

It appears to be shouting as others have probably noted. I am not sure how it has started, probably because electronic communication is much like convesting these days.
