The "command prompt" allows you to run DOS programs and commands.
Assuming Windows XP, you click on Start, then RUN and type in: command (or the shorter: cmd)
A window with the DOS prompt should appear.

I assume you mean the command prompt. The command prompt is the old DOS interface that allows you do type in command with using the mouse. To pull it up go to start>run>type in "cmd" and a box will come up with a command prompt. Type "help | more " to see what command you can type.

You should be able to just type in control in the cmd prompt and that will open it up. It works fine on my laptop and thats how windows support says to do it.
