Your question is a bit hard to understand.
If you have the web page file on your computer, then in Outlook simply attach the file to your email. I do this all the time. Use the paperclip button on the toolbar.
Alternately, you can right click on the file name and choose "Send to..." then choose "Mail Recipient". This will automatically create a new mail message in Outlook with the file attached.
If you are trying to email a web page from your browser, then all you can do is send a link. Use the File Menu -> Send Link...

First check, if you are doing the same way as described below and please let me know,....!! As I wanted to know if I was able to resolve your issue. (I m from Microsoft, I should be able to fix this issue...) :)
To send a Web page in your e-mail message, Outlook must be the default e-mail program, you must use HTML as the default message format, and you must enable "Send Pictures from the Internet" in the message you send.
Select "Send Pictures from the Internet"
To select "Send Pictures from the Internet," follow these steps:
1. On the Tools menu, click Options , and then click the Mail Format tab.
2. Click to select HTML in the "Send in this message format" list, and then click OK .
3. In Microsoft Internet Explorer, on the View menu, click Internet Options .
Note For Internet Explorer 5.x versions, click the Tools menu, and then click Internet Options .
4. Click the Programs tab, verify that Microsoft Outlook appears in the Mail box, and click OK .
5. Browsing the Web page that you want to send, on the File menu, point to Send , and then click Page By Email . In a moment, a mail message that contains the page appears.
Note These procedures work only if you are browsing the Web page. If you open a page from your hard drive, you can send it only as an attachment.
6. In your open message, on the Format menu, click Send Pictures from the Internet. This enables the page to be viewed without being connected to the Internet.
7. Address the message, and then click Send .

If Lotus Notes is set to send email (email anything like the word "test" to your Yahoo email to check it),
Then, click on the mail symbol which looks like two tiny envelopes, choose Send Page.
Some pages will attach themselves to a new email. You can change the Subject line and enter a To recipient.
Check the attachments (possibly a paperclick symbol) on your email composition form to verify that something is being sent.
Some pages will prompt you that can only send a link, not the whole page.
If you really want to send the whole page, I PRINT it to an Acrobat pdf file. My "printer" is a program called CutePDF.
Then I manually attach it to the new email and send.

sure!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!that's undesirable.....as quickly as I hit deliver, if I click on despatched it say empty... am not getting any emails the previous few hours the two... HEEEELLLLLPPPPP
