Nobody. I travel for a living, and sometimes I get away with stuff, but never never can a person travel without a visitors' visa.
Where you got this rumor, I can only imagine. It is a lie, and that is what it is.
You will never travel without a proper visa, unless you temporarily manage to scoot about for a time. I have scooted, but eventually you have to pay the money, and keep yourself out of jail.
It can be done, but not for long.
